Presumably this is because Dubya can't pronounce "Terrorist" properly. Come to think of it, maybe we've all mistaken his functionally illiterate slurring all along, and he's in fact conducting a War on Tourism: an initiative to make people so disgusted with the US that they no longer wish to go there.
